President Donald Trump has issued a Presidential Memorandum titled “Stopping Radical Environmentalism to Generate Power for the Columbia River Basin.” This action overturns previous policies by the Biden administration that aimed to eliminate hydropower generation and river commerce on the Columbia River. House Committee on Natural Resources Chairman Bruce Westerman expressed his approval of this decision.

“President Trump’s announcement is a return to commonsense for the Columbia River system and overturns disastrous policies made by the Biden administration without local support,” Westerman stated. He emphasized that “the Lower Snake River dams in the Columbia River Basin provide clean, reliable and sustainable baseload power and support vital river commerce.” He also noted that President Trump’s actions demonstrate his commitment to reducing energy costs and promoting economic opportunities across America.

The memorandum reverses an earlier action from the Biden administration influenced by environmental groups, which did not consider local community needs. In June 2023, members of the House Committee on Natural Resources visited the Pacific Northwest to understand concerns regarding regional energy security and economic well-being. They toured Ice Harbor Facility, one of four dams targeted by environmental groups, and conducted a field hearing about these efforts.

In August 2023, committee members sought further clarification from former U.S. Department of Commerce Secretary Gina Raimondo and former NOAA Administrator Richard W. Spinrad regarding a flawed 2022 NOAA report titled “Rebuilding Interior Columbia Basin Salmon and Steelhead.” Additionally, in December 2023, an oversight hearing was held concerning alleged administrative abuses under the Biden administration.

Dams in this region play a significant role in supporting local economies through trade, tourism, and renewable energy production. Annually, between 50 to 60 million tons of cargo are transported via barges along the Columbia River system. In 2019 alone, cruise ship passengers contributed nearly $15 million to local tourism industries. The combined capacity of these dams is approximately 3,033 megawatts of carbon-free electricity—enough to supply over two million homes.

Committee Republicans remain focused on overseeing actions related to the Columbia River under previous administrations while working towards reducing radical environmental influences in critical decision-making processes.
